Emirates-Betting.com assesses every bookmaker against the same weighted framework. We examine licensing evidence, sportsbook quality, UAE accessibility, payments, bonuses, user experience, support and responsible-gambling tools. Each detailed category receives a score from 0.0 to 10.0, and the system calculates both the public rating pillars and the overall result.
We are an independent review publisher, not a regulator. This methodology explains what we test, what qualifies as evidence, how the mathematics works and who is accountable for each score. It does not determine whether an operator is legally permitted to provide commercial gaming in the UAE.

What this methodology covers
Our rating architecture has three connected layers:
- Detailed scoring layer: eight categories are scored independently from 0.0 to 10.0. Each category has a defined weight and evidence requirement.
- Public presentation layer: the eight source scores are grouped into four simpler rating pillars for cards, review pages and comparison components.
- Legal and regional disclosure: licensing facts and the UAE regulatory position are explained in a separate notice that is not converted into a hidden “legality score.”
The four public pillars simplify presentation; they do not replace the eight detailed categories and do not create a second scoring method. One structured operator record should power the brand review, homepage card, ranking table and any supported structured metadata.

Safety — 20%
Safety is one of the two heaviest categories. The reviewer identifies the legal company operating the tested domain, records the stated regulator and licence number, and then checks whether the information can be matched in an official regulator source. The check records the licence status, verification date and relationship between the licensee, brand and domain.
The account layer includes HTTPS/encryption, KYC and AML procedures, two-factor authentication, biometric login where offered, session controls, password recovery and other protections visible to the user. A licence logo or encrypted connection is not enough on its own to justify a strong score.
Regulatory standing measures the operator's relationship with its stated regulator. It does not establish that the service is authorised in the UAE; that question is disclosed separately.
Product — 20%
Product measures both betting value and sportsbook depth. Odds are sampled across comparable events and standard markets instead of being judged from one promotional price. For football, a typical sample may include 1X2, over/under 2.5, both teams to score and the main handicap. Reviewers calculate the implied margin and record the date, event and comparison set.
The walkthrough also checks pre-match and live markets, cash-out, odds boosts, bet builders, live streaming, cricket, esports and the usability of the bet slip. A long sports list earns less credit when meaningful markets disappear in-play or core functions are difficult to use.
UAE Accessibility — 15%
This category measures practical reachability and usability observed during controlled checks. Reviewers record whether operator-published access information remains current, how official access points behave when domains change and whether relevant account or cashier options are visible to a UAE user.
Currency analysis distinguishes a persistent AED account balance from an AED amount displayed only by a payment gateway. Where cards are tested, the record must include the number of attempts, dates and payment types. A decline rate from a small sample is labelled as a limited observation rather than a market-wide result.
VPN dependency receives neither a positive nor a negative score because it does not reliably differentiate reviewed operators. We do not provide circumvention instructions, and technical accessibility is never presented as evidence of legal permission.
Payments — 12%
Payments covers the methods offered for deposits and withdrawals, minimum and maximum limits, disclosed fees, cashier transparency and the time required for a withdrawal to arrive. Observed performance takes priority over the operator's advertised maximum processing time.
When a live transaction is operationally appropriate, the reviewer records the method, amount, request time, approval time, receipt time and any KYC interruption. Where no real transaction is completed, the evidence is labelled Documented, not Tested.
Bonuses and promotions — 5%
Bonuses are scored on clarity and realistic attainability rather than headline size. The reviewer reads the full offer terms and checks eligibility, minimum deposit, wagering multiple, whether turnover applies to the bonus or deposit plus bonus, qualifying odds or games, maximum bet, maximum conversion, exclusions and expiry.
A smaller offer with transparent and achievable terms may score better than a larger promotion with restrictive wagering. Bonus values and payment restrictions are checked in the relevant market and are not converted from another country as if they were UAE terms.
User experience — 8%
User Experience covers speed, stability and usability across desktop, mobile browser and available applications. The test checks feature parity, bet-slip behaviour, registration and verification steps, account recovery, app distribution and whether updates come through an official store or a documented direct-install route.
Arabic localisation is assessed beyond the homepage. Reviewers inspect navigation, the cashier, bet slip, KYC flow, bonus terms and responsible-gambling content for incomplete translation, broken RTL direction or confusing mixtures of Arabic and Latin text.
Customer support — 10%
Support is scored from service received, not simply from a “24/7” label. The evidence record includes the question, date, channel, language, time to first response, time to a useful answer and whether the information proved accurate.
Arabic-language quality is part of the result when Arabic support is offered. An immediate automated greeting does not count as a useful answer, and a channel is not treated as available when it repeatedly fails during the testing window.
Responsible gambling tools — 10%
This category examines whether meaningful player-protection controls are available, understandable and usable. The reviewer looks for deposit and loss limits, cooling-off, self-exclusion, reality checks, account-history access and clear routes to support.
Tools are assessed inside the account where possible. We check how easy they are to locate, when they take effect, whether reversal is appropriately controlled and whether the instructions are available in Arabic. The category requires specialist review and sign-off by Dr. Hassan Al-Zaabi before publication.

How we calculate the Overall Rating
Every detailed category receives a score from 0.0 to 10.0. The category score is multiplied by its percentage weight, and the sum is divided by 10 to produce a result out of 100.
Overall Rating /100 = Σ(category score × category weight) ÷ 10
Expanded formula:

The weights total 100%, and each category has a maximum value of 10. The result therefore falls between 0 and 100.

The overall rating is always calculated directly from the eight unrounded scores. We never average the four displayed pillars after rounding them.

Rounding and ranking rules
- Detailed category scores are stored to at least one decimal place.
- Contributions, public pillars and totals are calculated with unrounded values.
- Public pillars are displayed to one decimal place out of 10.
- The Overall Rating may be displayed to one decimal place out of 10 or out of 100.
- A value of 73.8/100 becomes 7.38/10 and is displayed as 7.4/10.
- Tied operators are ordered using the unrounded Overall Rating.
- If the unrounded values are identical, the operators remain tied unless a separate published tie-break rule is introduced.
Our 0-to-10 scoring scale
Scores can be entered in increments of 0.1.

A score close to 10 therefore requires more than a broad feature list. The evidence must be complete, current and strong enough to distinguish the operator from ordinary competent performance.
Evidence status and missing data
Not Tested, Not Available and Not Applicable are evidence statuses, not numeric scores. We do not enter zero because a check was not completed.
Every category record must contain:
- detailed score;
- category weight;
- evidence status;
- date checked;
- responsible analyst;
- concise evidence note;
- supporting source or internal test record.
Documented information may be used when a live test is not appropriate, but the source and date must be recorded and the result must be labelled Documented. If the available evidence cannot support a category score, the operator can be described but remains Unrated. No overall rating should be published while a required category lacks sufficient evidence.

No changed score goes live solely because an automated system detected an update. Tools may collect data, flag changes and calculate results, but a human analyst must confirm the evidence and the designated editor must approve publication.
Licence standing versus UAE legal status
These are related but different questions:
- Regulatory licence standing is part of Safety. It checks whether the operator's stated licence is current, verifiable and linked to the company or domain under review.
- UAE legal permissibility is not scored. It is reported separately using the current position of the General Commercial Gaming Regulatory Authority.
- UAE Accessibility is practical rather than legal. A technically reachable website is not necessarily authorised for use in the reader's location.
The GCGRA states that only businesses and individuals holding a valid licence from the authority are authorised to conduct commercial gaming business in the UAE. Every operator review must therefore show the company, regulator, licence number, verification status and date, followed by a separate UAE regional notice. An offshore licence must not be presented as equivalent to GCGRA authorisation.

Placing the rating after the evidence allows readers to see what supports the number before reaching the calculated result. Supporting guides, such as betting by emirate, payment explainers or beginner content, may provide context but do not create additional scoring categories.
Publishing and quality-control rules
The publishing workflow should block a rating when:
- a required category score or evidence status is missing;
- a score is below 0 or above 10;
- the weights do not total 100%;
- a public pillar or Overall Rating has been entered manually;
- the analyst, approver or testing date is absent;
- required licence-verification status is missing;
- the review page, ranking card and structured metadata do not use the same operator record.
For every rating change, the record should retain the previous score, new score, reason, evidence, analyst, approver and publication date. A content edit that changes wording but not evidence must not reset the last-tested date.
How often we update ratings
Every published operator rating is scheduled for a full re-test at least once per quarter. We also open an immediate review when a material change is detected, including:
- a licence-status or legal-entity change;
- a new security concern;
- a changed domain or UAE-access pattern;
- a new or removed payment method;
- a different fee, minimum or maximum limit;
- a significant app update or store-availability change;
- amended bonus terms;
- a material change to support or player-protection tools.
The weighting model and methodology are reviewed quarterly as well. If current evidence no longer supports a published number, the rating is marked for review, reduced or removed rather than left unchanged until the next routine date.
Corrections and reader feedback
Readers can report an outdated licence, payment limit, app version, bonus term or other factual issue through our editorial team. A correction request should identify the operator, page, disputed statement and a current primary source where possible. The editorial team reviews the evidence and records any rating change through the same approval workflow.
Methodology FAQ
How many categories do you score?
We score eight categories: Safety, Product, UAE Accessibility, Payments, Bonuses & Promotions, User Experience, Customer Support and Responsible Gambling Tools. Their weights total 100%.
Why are only four ratings shown on some cards?
The site theme has four public rating slots. Each public pillar combines related detailed categories using their original weights. The overall score still comes directly from all eight category scores.
Can an operator receive zero because it was not tested?
No. Zero means the assessed capability was absent or failed and must be supported by evidence. An incomplete test is recorded as Not Tested; if the missing evidence is required, the operator remains Unrated.
Does a high Safety score mean that betting is legal in the UAE?
No. Safety measures licence standing and account protections. UAE legal status is disclosed separately and is based on the current GCGRA position.
Do large bonuses automatically receive high scores?
No. We assess wagering requirements, eligibility, expiry, exclusions and realistic attainability. A smaller transparent offer can score better than a large but restrictive promotion.
Do you test withdrawals?
We record a real withdrawal where operationally appropriate. If a transaction is not completed, we use dated documented information and label it accordingly; we do not present an advertised processing time as an observed result.
How often are ratings updated?
Operators are re-tested quarterly and whenever a material change is identified. The methodology and weighting model are also reviewed once per quarter.
Can automated tools change a score?
Automated tools may collect evidence, detect changes and run calculations, but they cannot publish a new or amended rating without human confirmation and editorial approval.
